AUTHORITY HERE said that capturing of image of 71.17 percent of the total electors in Manipur has been completed despite hindrances and is targeting to publish the final photo electoral rolls on January 10, 2009 .
The total number of elector of the state was 13,72,339 as per the electoral rolls published before the election to the state Assembly election which was held in the early part of the year 2007.Authority is yet to finalize the total electors of the state which could enjoy the right to vote in the forthcoming Lok Sabha elections.
The lower age limit of adult franchise in the county is 18-year.The qualifying date for enrollment in the electoral rolls is January 1, 2009 and the latest final figure of the electors who could cast vote in the forthcoming Lok Sabha election could be known only after the final publication of the electoral rolls which is targeting on January 10, 2009 after a special summery revision currently under progress is completed.
As per the record available at the CEO's office, image of about 12,33,916 electors which is 77.77 percent of the total electors have been captured till October 17 .
The total number of image captured electors in the valley areas is 7,92,957 which is 76.86 percent of the total of the total electors in the four valley districts while in the hill areas it is 4,40,959 which is 64.14 percent of the total electors in the five hill districts.
In order to able to complete the special summery revision and published the same on January 10, 2009, state chief electoral officer, CEO has sought co-operation of all the political parties operating in the state, official source said.
With a hint to come up election to the Lok Sabha, Chief election Commission of India, has ordered on October 11 last to conduct a special summery revision of electoral rolls in all the states and Union territories (except Chattisgarh, Jammu and Kashmir, Madhya Pradesh, Mizoram, Rajasthan and NCT of Delhi) including the state of Manipur with January 1, 2009 has qualifying date.
Following the order, the state CEO has started the revision and is schedule to complete the preparation of CEO's website for draft publication of integrated rolls and providing search facility by coming Thursday (October 30), official said.
It further said that preparation of supplement of continuous revision and integration of the rolls will be completed on November 3 next and the draft roll will be published on November 10 so as to allow to filing claims and objections from 10 to 24 of the same month.
Photography of residual and new electors will also be done within the same period, it said.
The authorities will also conduct special campaign with booth level agents of the political parties for receiving claims and objections during the period from November 16 to 23 and disposal of claims and objections will be done on November 24.It will followed by the updating the database, merging of photographs, updating the control tables and preparation and printing of supplementary list during the period from November 24 to January 8 next year.
The final electoral rolls will be published on January 10, 2009, the source reiterated.
The draft electoral rolls, 2008 of all the 60 Assembly constituencies can be access from the website www.ceomanipur.nic.in which will also link up to www.eci.gov.in of Election Commission of India, ECI after the state CEO uploaded it.
In order to achieve the targeted dateline for final publication, state CEO has also asked all the district and sub-divisional level electoral officers of the state to co-ordinate with the CEO,s office and ensure timely and successful completion of special summery photo rolls revision, 2009 as per the guidelines of the ECI in a meeting with the concern officers held on October 20 last at the office chamber of the CEO, the source said.
In another round of meeting, the CEO with the representatives of the recognized political parties in the state, CEO also sought the help of the political parties in the preparation of a correct, clean and defect free photo electoral rolls during the special summery revision 2009 works.
They were also requested to assist the EROs/AEROS in discharging their assign duties so as to be able to meet the set deadline for final publication of the electoral rolls of the 60 constituencies of the state.
