The Manipur Human Rights Commission has today issued a reminder to the Chief Engineer (Power) on a complaint petition contending that the Govt has till date declined to pay compensation to the family of one Nutanchandra, who died of electrocution after he came in contact high tension wire at Kamdong village in Churachandpur in July 2001.The complaint petitioner is Heigrujam ongbi Kolasana Devi, mother of the deceased Nutanchandra of Sagolband Thangjam Leirak.
She in her complaint stated that her son Nutanchandra, a driver in the Sericulture department was heading for Churachandpur on official duty, came in contact with HT wire on July 11 2001 at Kamdong Veng Churachandpur and died on the spot.
She lamented that she had already filed a representation requesting for compensation on the plea that her son died owing to the negligence on the part of the Govt to the then advisor to the Governor, Chief Engineer (Power) Deputy Commissioner Churachandpur as well as the Director of Sericulture but of no avail.
One unnatural death (UD) case bearing No 3/2001 under section 174 CrPC has already been registered at the Churachandpur on the matter.
The rights panel had on September 23 2003 registered the matter as an MHRC case for inquiry v/s 12 (a) (ii) (i) of the protection of Human Rights Act 1993.On the same day, it also issued notices to the secretary (Sericulture) and chief Engineer (Power) asking them as to show case as to why adequate compensation should not be paid to the victim's family as the commission may recommend and also as to why any such other or further recommendations as it deemed fit should not be made.
It also issued notice to the DGP asking him to file a detailed report on the matter and the progress of the investigation under the FIR case registered.
Complying to the notices, the DP and the Under Secretary (Sericulture) have already submitted their report to the commission in time however the chief engineer (Power) failed to do for which the commission issued the reminder to him.
