Imphal, June 22:
Maintaining that the military civic action programme being taken up by the Indian security force is nothing but cosmetic development programme aimed at brain washing the people to ultimately defeat the armed movements in the State, the proscribed KYKL has today asked all clubs, meira paibis and the people in general not to participate in the Military Civic Action Programme, not to hold meetings, to stop going to the camps of the security force and not to accept any gifts from the security personnel.
Anyone found violating this will be awarded the capital punishment, said KYKL.
In a statement, the outfit said that Manipur is today lacking in every sphere.
Forget economic prosperity, the people are hard pressed to even eke out a living honourably and taking advantage of the situation, the Indian security force has been embarking on a series of Military Civic Action Programme.
Such programmes are nothing much more than cosmetic developments being taken up to brain wash the people and earn their trust and goodwill, said KYKL.
Building community halls, constructing play grounds, repairing schools, distributing computers, organising medical camps and distributing some gifts to the people will not in any way alleviate the conditions of the people, said KYKL.
Are community halls, meira paibi sheds, play grounds etc the answer to the raw hunger of the people, asked the outfit.
What purpose will gifting a computer a two serve the people when they do not have access to drinking water, no proper school buildings, no electricity and no proper road and bridge communication, further asked the KYKL.
Will holding a medical camp cure the people who have been ailing for want of proper nutrition and lack of medical centres? Moreover even if these Military Civic Action Programme can really usher in development, then why is it not given to some other agencies of the Indian Govt agencies.
Why should an armed force be made to conduct such programmes in the first place, countered the outfit.
The statement went on to say that even today the peopl;e are being subjected to the excesses of the security personnel, who have been killing and raping women at their own will.
Yesterday it was Manorama and today it is Ph Kishorjit, said the statement and urged the people to be wary of the sugar coated words uttered by the Indian security personnel to win their goodwill.
