Imphal, October 08 2009:
The Union Government's initiative, Indira Awaz Yojana (IAY) programme has succeeded in providing a ray of hope to the impoverished people of Tamenglong district.
Amidst the worrisome law and order situation, extortion, percentage deduction by UG groups and the alarming level of corruption, the benefits of IAY have reached the targeted people, at least in Tamenglong district.
This was discovered by this reporter during a visit to the district recently.
How dear the scheme is to the people can be known from the fact that candidates contesting elections used to campaign with the promise of providing benefits of housing scheme in case they get elected.
What makes the scheme more attractive to the people is the scarcity of reed to make thatch roofs due to clearing of vast lands for jhum cultivation and non-durability of such roofs.
Speaking to this reporter, a villager of Dailong said that he received four bundle of tin sheets under the IAY scheme.
As it was short of some tins to cover the roof of his house, he bought some more sheets and now the house has been built.
He confided that he would not have been able to build the house, had the Government not provided the scheme.

Another villager said that he did not receive cash component of Rs 2000 though he received six bundles of tin sheets.
Highlighting the problems of collecting sufficient reeds to cover a house, he rejoiced over the benefits he received from the scheme.
The IAY scheme is implemented in two modes in Tamenglong district.
Either houses are built anew or the existing houses are upgraded.
Though the scheme has not been implemented in Tamenglong district for the current fiscal year, targets have been set to build 1030 houses and upgradation of another 258 houses.
In the last fiscal, 323 houses were constructed newly while 190 houses were upgraded or improvised.
However, there were signs of some lapses in monitoring the distribution of material and cash components of the scheme.
IAY scheme to be taken up under multi-sectorial development programme is yet to be implemented in Tamenglong district.
Nevertheless, several initiatives would be taken up under the programme to promote and encourage orange growers of the district.
