In a significant development, arrangements have been made for an unconditional preliminary tripartite talk with a group of the banned KCP (MC) at New Delhi soon.
On the other hand, with the UG groups who have signed Suspension of Operation (SoO) agreement with the Government agreeing to enforce ground rules, a meeting of the Joint Monitoring Group with KNO was held recently for the first time.
After the Kuki UG groups-KNO and UPF signed an agreement with the Government on enforcement of SoO ground rules at New Delhi on August 22the first meeting of the Joint Monitoring Group with KNO was held at Imphal on September 10 .
The meeting of the Group headed by Principal Secretary (Home) DS Poonia as chairman was attended by representatives of Home Ministry, IG (Intelligence), representatives of Army, Assam Rifles, CRPF and BSF.
During the meeting, the two sides agreed to fix locations of designated camps and to submit names of KNO cadres to IG (Intelligence) for issuance of identity cards.
On the other hand, a preliminary tripartite talk among the State Government, Union Government and a group of KCP (MC) would be held soon at New Delhi under the aegis of the Union Home Ministry, said a reliable source while talking to The Sangai Express today.
Ground rules for the tripartite talk may vary a little from that of the SoO signed with the Kuki UG groups, said the source.
The State Cabinet has given its approval to the tripartite talk on September 22, informed the source.
The State will be represented by Chief Secretary Rakesh, Principal Secretary (Home) DS Poonia and DGP Y Joykumar at the tripartite talk.
The Union Government has already agreed to be a party to the proposed dialogue with the KCP (MC) group, added the source.
