Quoting the sayings of revolutionary leaders (like Karl Marx, Lenin and Mao); "Act after knowing, don't act without knowing," the statement asked what the term 'know' means in this perspective adding it is time now to introspect.
The statement called for the revolutionaries' groups to make their goal, destination and manifestoes (they be written or unwritten) clear to the people and the path to achieve the goals.
The revolutionary groups should make clear whether they are for democracy, nationalism, socialism or communism.
They should be able to convince the people about their way to goal.
There would be incompleteness with only the assertion that the revolutionary groups aim is just to achieve independence/sovereignty.
It stated that some groups are of the opinion that the people will be given the opportunity to choose the system of governance after achieving independence.
In that case, what would happen if the people choose Kingship or military rule.
Revolutionary movement should, actually, be launched after making the goal and path clear to the people.
It also observed that in most cases, the revolutionary groups of the state have never engaged the people or facilitate the participation of the people in revolutionary movement.
The UPPK is committed to rectify the wrong conceptions.
The UPPK Central Committee statement noted that the amount of trust of the people on the revolutionaries now is shrinking comparing to the trust enjoyed by revolutionaries during the time of Irabot, Meitei State Committee, RGM, PREPAK under Tullachandra, and PLA under Bishesor.
The support of the people is declining due to the act of the revolutionaries against the will of the people.
The KP Army/UPPK is committed to rectify the process.
Noting that modern USA and India did not exist in history, the statement observed that history has its influence on revolution/sovereignty which is also necessary in revolutionary movement.
Stating that historicity doesn't warrant sovereignty, it further noted that the most important element is to facilitate mass participation and approving it.
Quoting Mao as saying, "The day the people accepted the movement, 90% of the revolutionary movement is done," the outfit maintained that if the people accept the movement, the rest of the world including the UNO will realise the movement.
Adding that history is the witness to the fact, the statement observed that unless the people participate, the revolutionary movement will not be successful even if other countries and the UNO and its fraternal organisations are mobilised to recognise the movement.
Citing the cases of successful revolutions launched with the support of the people like in China, Vietnam, and East Timor, the statement asserted that all successful revolutions are achieved with the support of the people.
The case of Kangleipak, however, is contradictory to these revolutions for the moment.
It asserted that as long as Manipur remains within India, the capitalist, corrupted system, discriminatory system of India, Manipur will never be free from living above the systems.
Trying to make Manipur free from all those 'vices' would be like trying to preserve clean water of small pond in a big, salty ocean.
Given this fact, the UPPK feels it unreasonable to keep some departments of Kangleipak free from corruption.
Noting the existence of conformity between the Government of Manipur and some revolutionary groups not to cause disturbances to developmental works of Kangleipak, the statement observed that the developmental works are one-sided.
It noted that the standard/quality development of human is ignored while observing that material development is taken up for luxurious living.
The statement observed that there is no meaning in improving the roads and constructing some flyovers while human rights are violated on the other hand.
It noted the stance of some revolutionary groups to make education and sports free from corruption.
It added that in order to produce artistic sportspersons and brilliant students, good and hygienic food, pure drinking water, and amiable atmosphere should first be restored.
As such, the question of making all related departments like FCI/FCS, Water Supply, Electricity, PWD, Medical, etc, free from corruption arise.
"Where would the revolution lie if all the revolutionary groups of the state enter into agreement with all the departments of the Manipur Government in not to cause disturbances to the departments?, it asked while adding that the matter would be contradictory.
Asking whether it is rational for the revolutionaries to extend support to the sports organised by India Government, the statement maintained that the UPPK's stand on the matter differs from others.
Noting the existence of religion, culture and identity differences amongst the communities of the state, it maintained that the UPPK accepts secularism in the matter of religion.
The outfit doesn't have any programme on culture.
It stated that now is the time of power struggle.
On identity issue, the outfit is of the view to invent a new, scientific and modern civilised identity which can assimilate all Kangleichas (hill and valley).
The outfit asserted that it would not follow conservatism.
The people should never be reduced to Meitei-Taliban or Kangleicha (Manipuri)-Taliban.
