States asked not to alter boundaries of administrative units after December 31

THE State government is bound to complete all processes for changing administrative units at different levels like opening of new police stations, creating administrative blocks and upgrading SDC to SDO, etc.
by December 31 as the Registrar General of India is set to start works for census from the next day, i.e.January 1, 2010 .
Ground preparations for the next decennium census of India will begin from January 1, 2010 to March 31, 2011.The Registrar General of India has asked the state governments to ensure that the boundaries of administrative units are not disturbed during the census operation, an official source here said.
Once the demarcation of the Enumeration Blocks for the census commences, the state governments have been asked not to disturb the boundary of administrative units till the completion of the census operations.
The RGI has also asked the state governments to effect any proposed changes in the jurisdiction of the existing administrative units well before January 1, 2010.Proposals for making any changes in the boundaries of existing municipalities, revenue villages, tehsils, police stations, development blocks, talukas, sub-divisions, districts,
etc or for forming new units should be completed by December 31, 2009 .
Meanwhile, the government of Manipur is making necessary process for opening 21 new police stations as per a Cabinet note in October last.
Manipur will have 102 police stations across the state once the decision is translated into action.
Apart from this, the government has also decided to upgrade the Jessami police station in Ukhrul district located at the inter-state border with Phek district of Nagaland to the level of sub-divisional police officer (SDPO) as the government has already taken up steps for upgradation of Jessami Sub Deputy Collector (SDC) to Sub Divisional Officer (SDO).
The RGI has asked state governments to intimate any changes to the census directorate concerned and the office of the Registrar General of India by December 31, 2009, and ensure that no changes whatsoever are affected in the boundaries of administrative units during the period from January 1, 2010 to March 31, 2011 during which the census operation will be conducted.
The RGI has already started preparations for the next decennium Census of India, 2011 .
The preparation is in full swing now as the first phase of the main census (housing and houselisting Census will commence from April 2010 which would be followed by population enumeration in February-March 2011 .
To ensure complete coverage, the entire country is divided into small enumeration blocks within the framework of respective administrative units of the states and the union territories.
The work of demarcation of these enumeration blocks had been taken up well in advance of the houselisting operations as the Census maps are to be prepared accordingly to obviate any overlapping or omission of area.
