Second round of tripartite talk between Centre, State and Lallumba alias Hitendra group of KCP (MC) was held today at Imphal during which draft ground rules of the peace talk was circulated.
On the other hand, a high level security meeting chaired by Chief Minister O Ibobi has resolved to open a joint control room to check frequent bandhs/blockades and extortion/illegal tax collection by armed groups from transporters along NH 39 .
The peace talk with Lallumba group presided by Chief Secretary Rakesh was also attended by Principal Secretary (Home) DS Poonia, DGP Y Joykumar, IG (Intelligence) in-charge M Karnajit, IG AR (S) AK Choudhury, Director MHA (NE) RR Jha and officials of Army, CRPF, BSF and IB.
On the other side, KCP (MC)'s Lallumba group was represented by five leaders.
In the course of the dialogue, draft ground rules for the tripartite peace talk was circulated from the side of the Government.
Representatives of the Lallumba group put up a proposal for financial rehabilitation package to its cadres by the State and Central Governments, conveyed a source.
The agenda of the meeting also included imparting vocational training to cadres, provision of allowances and recruitment in AR, Army and Police.
MHA (NE) Director RR Jha remarked that the UG group's demands are too many.
Yet, he assured to consider the proposal.
On its part, the State Government offered to fulfil the proposal of the UG group if the Central Government would reimburse the required amount later.
As regards the financial package, it needs an understanding between the State and Central Governments, noted the source.
On the other hand, a high level security meeting held at the Chief Minister's office chamber this afternoon resolved to open a joint control room of Army, Assam Rifles and Police at Senapati so as to remove various hindrances to vehicular traffic along
NH 39 .
The meeting attended by top ranking officials of Army, AR and Police also agreed on joint patrolling along NH 39 by AR, Army and IRB, added the source.
