Employees of the Manipur Secretariat Service will also join the cease work strike of the employees under the aegis of the JAC of AMTUC and AMGEO as bodies of employees of different departments under the Manipur Government have decided to intensify the strike.
As first step of the joining the strike, employees of the secretariat service will take mass casual leave tomorrow (Friday) which would be followed by indefinite cease work strike effective from next day (April 17) .
General secretary of the JAC of AMTUC and AMGEO, Ch Chandramani made the announcement of joining the employees of secretariat today while talking to reporters at a press conference held at DM College campus today.
He strongly decrying government attitude towards its employees by remaining silent without saying anything even the cease work strike has entered 89 days said that government is still initiating action to bring negotiation with the striking employees except spreading the propaganda that government has no fund to pay the revised sixth pay bands effective from January 2006 as demanded by the employees.
He also reacting to the statement of the Chief Minister during his address at a public function in Churachandpur district which said that paying pays recommended by the Sixth Pay Commission to the employees is like keeping the burden of elephant to a back of buffalo said that employees are demanding the arrear pending which was pending due to government failure to pay out timely.
As per the statement circulated by the JAC, there would be a surplus amount of Rs 2816.14 crore in the state account from the funds to be receipt by the Manipur government during the next five year, 2010-15, he said.
Manipur government will get Rs 6541.2 crore for payment of salaries and allowance of the employees and pensioners from the 13th Finance Commission during 2010-2015 .
The total revenue of the state to be receipt during the same period is 1286.68 crore.
The expenditure to be incurred in payment of salaries and allowances of the employees and pensioners is Rs 746.8 crore and Rs 182.36 crore (for pensioners) as calculated by the JAC.
Manipur government has 61,560 employees and 28,697 pensioners as per the statement of the JAC.
It is pertinent to mention here that the deadlock between the government and its employees continue as both sides remaining stick to their guns.
Government said it has no funds to provide the arrears effective from January 2006 while the Joint Administrative Council (JAC) of All Manipur Government Employees' Organisation (AMGEO) and All Manipur Trade Union Congress (AMTUC) is claiming that enough funds for payment of arrears included in the grants awarded by the 13th Finance Commission.
