The inaugural session of the State Labor Conference organized by Labor Department, Govt of Manipur was held at the State Guest House today with Labor and Employment Minister Z Mangaibou as the chairperson.
Labor Secretary JC Ramthanga and Deputy Labor Commissioner Th Mangi attended the session as dais members.
The conference was divided into two business sessions from 12 noon till 2 pm and from 2.15 till 4.30 pm wherein peasants, Manipur Govt officials and staffs and officials of Labor Department took part.
In his inaugural address Mangaibou said the conference was convened to create awareness and better understanding of the administration, enforcement and implementation of various Labor laws in Manipur.
Comparing miniature Laborer strength to other bigger States, he said problems nevertheless crops up from time to time thereby implying that Labor laws should be understood by all concerned to safeguard their own right and dignity of Labor.
"It is the duty of each one of us who are gathered here today to imbibe the spirit of dignity of Labor and workers' rights and to spread the message to every nook and corner of the State," said the Minister.
Labor laws, he said are enacted to provide - employment services and vocational training; apprenticeship training; regulation of employment and conditions of service of the workers; regulation of wages, hours of works, welfare and other safety measures of the workers; settlement of disputes arising out of employment or non-employment of the workers; social security and welfare of the workers etc.
Mangaibou stressed on imparting adequate training to Labor law enforcing officials so as to upgrade their skill in the administration and enforcement of Labor laws as lack of knowledge on the matter may impede the objectives of the laws.
He also conveyed proceedings of the national level conference held last month at New Delhi where discussion centred on report of the second national commission on Labor with emphasis on rationalization of labor laws and unorganized Labor; employment generation, employment protection and skill up-gradation with special emphasis on the SP Gupta Report on Employment Generation; and social security issues pertaining to Employees Provident Fund and Employees' State Insurance Corporation.
Stating that the national level meet is closely relevant to prevailing scenario in Manipur, he said the State conference is being held on the line of the national meet and expressed confidence that positive results will be forthcoming which will go a long way in strengthening the Labor situation in the State.
Mangaibou further said SPF Govt has been giving priority to Labor related issue and championing the cause of rights and dignity of State workers regarding their up-liftment while attributing the maiden State conference to endeavor of the Govt for welfare of the working class.
