The NSCN-K of the Zeliangrong Region has come down heavily on the security forces for their activities.
In a statement made available to Newmai News Network today the outfit said that the Government of India has declared to fight against terrorism along the side with global coalition and identified terrorist organization in the country adding that it was a good step for bringing about peace and tranquility in the world in general and in this region in particular.
However, the outfit stated that "it is unfortunate that state police and Para-military forces are harassing civilian instead of fighting the terrorists.
Many innocent civilian have been killed or imprisoned.
Killing after arrests is the daily phenomenon in Manipur".
The outfit further stated that it is very important to know that every human being is to move about in search of means for the sustenance of life.
The statement said that people of all walks of life should have free movement and living without fear.
For this reason only security system including the operation against the terrorists has been made, said the statement adding "however, contrary to this fact, the state machineries have become terrorists themselves of distortion, arrest, custodial killing and killing on fake encounter etc.
The outfit asked who were the terrorists.
The NSCN-K also stated that the Govt of India and the State Govt have declared the list of terrorist organization baring some prominent national groups having truce with the Centre (New Delhi).
"The NSCN (K) Zeliang-rong Region is having cease-fire with the Government of India which is extended for one year since April,2004 but the security force, the Manipur police Commandos personal are hunting down our caders", said the statement.
It also said that many have been killed or jailed by the security forces even when the outfit is observing cease-fire.
"The Govt of Manipur under the directive of the Home Ministry of India released 13 (thirteen) person of NSCN (IM) last year", said the NSCN-K statement and asked whether it was because of the cease-fire or any ground and added that the outfit is having the same with the Govt of India.
The NSCN faction further said that the state Govt as well as the people are desirous of the blanket cease fire for all the revolutionary groups operating in Manipur but contrary to the demand, the Manipur Police commando and the other law enforcing agencies seems to reject even the existing cease-fire by unabated serial arrest, detention and killing on fake encounters etc.
The NSCN-K said that Sinthuingam Kamei of Leisok village in Tamenglong District and Khuandailung Phaomei of Khong-sang were detained by Manipur Police Commando at a secluded place for four days since they were arrested on 31-5-2004 from Nagamapal, Imphal Bazar.
"Such designs should be changed and provide conducive atmosphere for the cease-fire to take place for all underground groups in Manipur", added the statement.
