The lack of co-operation from Superintendent of Police (SP), Officer-in-Charge (OC) and the police commandos of Imphal West district is delaying the completion of the Manipur Human Rights Commission (MHRC) inquiry report into the July 23 fake encounter incident of Imphal market, said RK Rajendro, MHRC member at his office chamber on Monday.
The MHRC had already asked the Director General of police (DGP) of Manipur, Y Joykumar to submit a report about the July 23 incident on or before August 17, but so far there has been no response from the DGP, said Rajendro.
The MHRC have already taken statements of 31 persons including family members of Ch Sanjit and Th Rabina, the five injured persons, eyewitnesses, shopkeepers near the site of the killings and only the statement of the police commandos involved in the incident is lacking for the completion of the inquiry report, stated the MHRC member.
The MHRC has send a notice to the chief secretary to instruct the DGP to co-operate with the MHRC to complete the inquiry, but the State Police Department has not given any co-operation so far, stated Rajendro.
The MHRC has also demanded for the video recording of the post-mortem of Rabina and Sanjit as well as the bullets which were removed from the injured persons along with their forensic reports, but these demands have also not been fulfilled so far, said the MHRC member.
The MHRC inquiry into the July 23 incident was taken up after the husband of Th Rabina lodged a complain to MHRC against Manipur police commandos involved in the incident and appealed for an inquiry, informed Rajendro, and said that MHRC will submit the inquiry report on September 3 with or without the statement from the Manipur Police Department.
