The Gauhati High Court, Imphal Bench has directed the District Judge, Manipur West to make an enquiry into the facts and circumstances leading to the death of Saikhom Shamungou Singh and Master Sanasam Ngongo Singh, who were alleged to have been killed in an encounter with a combined team of Manipur police commandos, 31 Para troops of Hqs 9 Sector AR and 28 AR on January 10, 2005 .
The directive was issued yesterday by Justice Meruno on the basis of two writ petitions filed by Saikhom Senu, mother of late S Shamungou of Nongbrang Awang Leikai and Sanasam Naba, father of late S Ngongo of Nongbrang Makha Leikai.
The petitioners contended that Shamungou and his brother-in-law Ngongo went towards Wakchinglok and Bungbal Khullen hill range at about 9 am of January 10, 2005 to search for Ngongo's buffaloes which did not turn up
since some days back.
On the next day, the bullet riddled bodies of Shamungou and Ngongo were found at Yairipok police station.
The respondents listed in the two writ petition consists of Union Defence Secretary, Secretary of Ministry of Home Affairs, Commander 9 Sector AR, CO 28 AR, CO 21 PARA, Principal Secretary (Home), DGP, Senapati DC and Thoubal SP, said a press release issued by the Human Rights Law Network.
