Implementation of Centrally sponsored Kishan Credit Card Scheme for the welfare of the farmers has run into rough water in Manipur with complaints of withdrawal of the fund under fictitious names and doctored land pattas fast gaining ground.
According to a reliable source such discrepancies have been detected more so in the branches of Manipur Rural Bank located in Imphal East District.
Acting on a complaint lodged by a complainant, the Imphal East SP has also started conducting an inquiry into the matter.
In his statement, the complainant stated that he came to know that some person had taken the loan in his name without his knowledge only when the officials of UNACO came to his house to recover the loan.
When the matter was investigated into at Manipur Rural Bank at Porompat, it was found out that a photocopy of his Ingkhol patta had been used for applying for the loan, though his photograph had not been attached.
Though the manager of the bank assured the complainant that the fake loanee would be found out within a week's time, the same was not done so compelling the aggrieved person to approach the SP.
Interestingly, when the loan file was brought to the office of Imphal East SP today, the patta of the Ingkhol and the photograph of the loan applicant on whose basis loan amount had been sanctioned were found to have been changed.
When the matter was brought to th notice of the Manager of the Bank, the official is reported to have maintained that the loan under the scheme have been issued not during his period.
Porompat Branch of the Manipur Rural Bank had sanctioned loan under Kishan Credit Card to 274 selected beneficiaries during 2003-04.Among the beneficiaries, there were many from others different localities apart from Khongman-Bashikhong area, the source said, while expressing the desire on the part of the Bank authority to furnish the list of the selected beneficiaries.
