An aspiring candidate who subsequently withdrew his candidature from the election of Bishnupur Municipal Council has complained against alleged inclusion of 30 electors from ward no 4 to ward no 3 of the electoral roll of the Council.
In his application to the Chief Election Commissioner of Election Commission of India, Loukrakpam Dhaneshwar Singh, a resident of Bishnupur ward no 3 said before filing his nomination paper, with apprehension that some electors of ward no 4 are to be included in ward no 3, he had submitted an application on November 17, 2005 requesting not to transfer lectors from one ward to another to the concerned authority i.e.Sub Divisional Officer/ERO, Bishnupur Municipal Council.
Another letter had also been submitted on January 4, 2004 requesting to furnish the exact/real electoral rolls of the ward no 3.However, the ERO concerned did not furnish the said copy of the electoral rolls till the date of election on January 17.Not happy with the attitude of the authority concerned, the complainant subsequently withdrew his nomination before hand with a decision to rectify such illegality and irregularity in future, the complaint application stated.
The ERO produced the new electoral roll of ward no 3 by including the names of 30 electors from ward no 4 on the day of the election, the complainant, charged, while informing that such illegal act caused a hue and cry among the electors since there were separate polling stations of these two wards.
The action of the ERO has superseded the existing and binding order of the Secretary (LSG) to the Government of Manipur dated 26-7-1972.In other words, the ERO has acted against the delimitation of the two wards as scheduled by the said order of the State, the complainant contended.
