SC petitioned on extra-judicial execution

On behalf of Extra-judicial Execution Victim Families' Association Manipur, Human Rights Law Network has reportedly petitioned the Supreme Court seeking suitable action against the violators of basic human rights.
Speaking to newspersons at the Network's office today Association secretary Neena Ningombam said that the apex court has been apprised about 1528 cases of extra-judicial execution in the State.
Confiding that the Supreme Court has asked the petitioner to file a detailed report on the charges of extra-judicial killing by November 4 this year, the secretary expressed that the apex court sought the detailed report to facilitate institution of a special investigation team and pull-up/punish those involved in extra-judicial killing.
Noting that till date fewer than 20 cases of extra-judicial execution have been brought to the notice of the relevant court, Neena opined that lack of witnesses in such incidents is leading to piling up of cases.
She also observed that threat against the witnesses as well as out-of-court settlement with apparent involvement of monetary compensation is hampering the legal practitioners from initiating punitive action against the guilty ones.
Exuding confidence that the Supreme Court would pass a landmark judgement to curb extra-judicial killing in the future, Neena also mooted that the United Nations would also be urged to intervene so that justice is delivered at the earliest.
Conveying that the 1528 cases of extra-judicial execution had happened from 1978 till date and the victims include women and minor children, she also sought the support and cooperation of the State's masses in bringing justice to the victims' families.
Significantly allegations of fake encounters have been on the rise in the last few days, corresponding to the stepped up activities of underground outfits.
Family members have been accusing security forces of eliminating after capture.
