Tribal Development Minister Ngamthang Haokip has asserted that efforts will be made to detect teachers employing substitutes to teach students in their place while drawing salaries at the same time.
In his address as the chief guest at the one day seminar on 'Quality Education and proper Administration of Primary School' at the Sapermeina SDO office complex today the Minister observed that if teacher continue the practice of deploying substitute teachers stern action like suspending or terminating their services will be initiated.
The seminar was organized under the aegis of Sadar Hills Autonomous District Council.
Contending that reports have been received that teachers under the Council are drawing salaries without dispensing their assigned duties, the TD Minister cautioned them to immediately report at their designated institutions or face action.
He said dereliction of duties by the teachers completely negates the endeavor of State Government to usher in a new era of quality education in Manipur necessitating the most stringent action.
Appealing to the teachers to employ upto date methods of teaching, the TD Minister also urged upon the village authority members present at the programme to report to chief executive officer of the Council or concerned MLA of DIs and AIs not conducting inspections to check teacher's absence or derelicting duties.
Stressing on the need to groom students from a tender age, Ngamthang haokip also disclosed that State Government is minutely mulling transfer of teachers only once in a year in addition to finalising pension facility of teachers under respective District Councils and processes for payment of non-plan arrears.
Guest of honour at the programme MLA Thangminlien Kipgen lamenting the poor performance of students at the HSLC 2003 examinations said that well salaried Govt school teachers should feel ashame.
Pointing out that private institutions are way ahead of Govt schools, Thangminlien said minute introspection is needed among the teachers to detect the flaw and adopt constructive measures to produce better results.
Lamenting that in Manipur production of students is based more on quantity rather than on quality, he called upon all section of the society to bring a radical change of the prevailing education system.
Ngamthang Haokip and Thangminlien also assessed progress of the Rs 2.50 crore Eklavya Model Residential School being constructed at Sapermeina under the Ministry of tribal Welfare.
The school with provision for free education from class six to twelve will also having hostel facilities for both boys and girls.
