Principal Secretaries, Commissioners and Secretaries to the Government of Manipur have been asked to comply with the instruction of communicating information on the action taken over the assurances given by the Ministers on the floor of the Assembly, within the prescribed time frame.
In an office memorandum, Secretary of Law, Government of Manipur A Sukumar Singh pointed out that there is a Committee on Government Assurances in the Manipur Legislative Assembly and its functions include scrutiny of the assurances, " promises and undertakings given by the Ministers on the floor of the House from time to time, in reply to questions or during discussions on Bills, Resolutions, Motions, etc.
The Committee is expected to report on the extent to which such assurances have been complied with and implemented, and whether such implementations have been effected within the minimum time necessary for the purpose.
The Law Secretary further pointed out that the Administrative Secretaries to the Government of Manipur are responsible for communicating to the Secretary/Manipur Legislative Assembly, the action taken on the assurances given by the Ministers and the extent to which it has actually been implemented.
The information must be furnished to the Secretary, Manipur Legislative Assembly, within a fortnight of the receipt of the statement without fail and such information of action taken, should be furnished within a month from the date of conclusion of the session of the Manipur Legislative Assembly.
If the Department concerned finds any difficulty in implementing, such assurances within the given time frame, the Department should approach the Committee for extending the time with a statement there for, the Law Secretary said, while asking all the Principal Secretaries, Commissioners and Secretaries to communicate the information of action taken in respect of such assurances.
While doing so, a copy of the ATR/compliance report shall invariably be endorsed to the Secretary to Chief Minister, PS to Minister concerned, Chief Secretary and the Law Secretary, the office memo added.
