Imphal, March 08 2011:
"I rise to raise an important urgent matter of public importance.
More High Courts in the country will speed up the disposal of pending cases, whose number is alarmingly high.
Art 214 of the Constitution states that: 'There shall be a High Court for each State'.
Art 231 of the Constitution further states that: "Parliament may by law establish a common High Court for two or more States or for two or more States and a Union territory".
In fact, Art 231 dilute Art 214.If necessary, the Constitution of India may be amended making Art 214 mandatory.
Under Art 231, the Guwahati High Court has been the common High Court for all the North Eastern States except the State of Sikkim, which has a separate High Court.
Sir, I have always been demanding for a separate High Court for the State of Manipur taking into consideration of the fact that there are a very large number of pending cases involving important constitutional issues.
Of late, it is learnt that the Union Government is giving a separate High Court to the State of Tripura.
Naturally the people of Manipur and those of the other North Eastern States are very concerned on this development.
They feel that they are being ignored and neglected.
Sir, the members of the Bar Council in the State of Manipur have already taken up the issue with the State Government also.
Under the circumstances, I do very respectfully urge upon the Union Government and the Union Law Ministry in particular to give a separate High Court for the State of Manipur immediately" .
