Following a ruling of the Supreme Court passed on October 29 last, persons with disabilities residing in the state will be allowed to appear in the Civil Services Exam at Imphal centre and state government has also agreed to give all benefits which can be avail by them, Handicapped Development Foundation informed today.
Briefing to media persons at a press conference held at the office of the foundation at Tera Pukhri Mapal, its general secretary Sapam Jasowanta recalled that persons with disabilities in Manipur have been struggling for their rights.
As a result of their tireless demand, Manipur government framed a policy of the handicapped people in 2006 but a blind man who apply for appearing in an exam conducted by the Manipur Public Commission was deprived of seating in the exam even though he possessed admit card issued by the exam authority.
Dissatisfied with the attitude of the MPSC which was happened to be an insult to the handicapped people when even UPSC allow appearing them in the exam, the foundation filed a petition to the Gauhati High Court.
But the same remained unheard for a long time.
Not satisfied with the long pending advocate L Rosmani filed a petition to the Supreme Court which gave its ruling on October 29 last which stated that handicapped residing everywhere in the country should be allowed to get equal rights with other common citizens.
The court to also direct to state governments to allow handicapped people to appear in the civil services exams, he said.
