The Director, Treasuries and Accounts, Govt of manipur has issued a circular today whereby DDOs of various departments have been advised to submit regular pay bills to the treasury/sub-treasury concerned five days before closing of the month so as to facilitate passage of monthly salary/pay bills within the first few days of the following month.
According to the Director's notice, the DDOs are informed to depute their representatives/bill runners only at the time of submission of bills to the treasury/sub-treasury concerned and that the same shall by passed within the third working day after submission of bill(s)/allotment of computer receipt number.
Further pointing out that a valid reason for objection of a bill should be recorded in written in the bill abstract for the DDO, the Director's missive also cautioned that in case of non-compliance to the prescribed norms the bill would be considered as 'passed'.
For first payment of pension/family pension in a Treasury, all such pension bills shall be cleared/passed within two working days, provided all other mandatory formalities are complete, it added.
