Even as the Manipur Legislature (Removal of Disqualification) Fourth Amendment Bill 2006 was returned by the Governor for further discussion, the Assembly Secretariat has convened a special session of the State Assembly tomorrow to discuss the matter and probably to pass the Bill for the second time.
The Bill passed by the State Assembly on May 29 to exempt 43 posts from the list of offices of profits was referred to the Governor seeking his mandatory approval.
However, Governor Dr SS Sidhu turned down the Bill and returned it to the House for further deliberations.
This is in line with the return of the Office of Profit Bill which President APJ Abdul Kalam refused to grant his assent to though it was passed by both the Lok Sabha and Rajya Sabha.
Assembly Secretary T Zoute informed The Sangai Express that all arrangements have been put into place for tomorrow's Assembly session adding that no other business except the issue of Office of Profit would be discussed.
Leader of BJP Legislature party RK Dorendra said that as the Bill has already been passed by the House, arguments and counter arguments are unlikely in tomorrow's session.
However serious deliberations on amendment of some of the Bill's clauses are expected.
Several posts whose offices do not exist in the State as of now are included in the Manipur Legislature (Removal of Disqualification) Bill 2006 passed by the State Assembly on May 29 last with a view to exempt them from OoP list as and when they are opened in the State.
As such the Governor returned the Bill to discuss it anew in the House.
