Imphal, August 02 2011:
Following the reported confirmation of the involvement of NSCN (IM) in the Sangakpham bomb blast yesterday, the State Government has approached the Centre to revoke the ceasefire agreement signed with the Naga rebel group for the latter's anti-people and anti-National activities.
Talking to mediapersons in this connection at the Cabinet Room today afternoon, Chief Minister O Ibobi Singh said that there are concrete evidences of the direct involvement of NSCN (IM) in the bomb blast.
It has been confirmed that the scooter, Bajaj Chetak, which was used for fitting the bomb belonged to one K Daniel s/o K Anga of Diphupar, Dimapur.
The registration number of the vehicle was NL-O1E-1394 and it was light green.
At the time of the blast, one Anthony s/o Bonklung of Sadu Koireng, an active member of NSCN (IM), was sitting on the bomb fitted scooter and the explosion took place just after the vehicles of the ADC members crossed the site.
Anthony also killed himself in the blast, the Chief Minister said.

Quoting intelligence inputs, the Chief Minister further said that the blast was aimed at the ADC members who are housed in the nearby Guest House complex of the District Council but it indicates inexperiences in handling explosives.
The Chief Minister pointed out that prior to yesterday's bomb blast at Sangakpham Bazar, NSCN (IM) laid ambush on the cavalcade of MLA of Phungyar A/C Wungnaoshang Keishing on April 15 killing as many as eight Manipur Rifles personnel and injuring seven others, another powerful bomb blast was triggered in front of the ADC office complex at Khuman Lampak leaving three members of a family injured on May 28, a bomb was found fitted in a scooter at Sangakpham Bazar on July 9, a couple was killed at Lungphu village in Ukhrul district on July 24 and the MDC office at Ukhrul was attacked with hand grenades on July 23 .
The Naga rebel group has been terrorising the people and attempted to disrupt the ADC elections process, which was conducted after a lapse of two decades with the support of the people.
Taking into consideration all these anti-people and anti-National activities, the State Government has already requested the Centre to revoke the ceasefire agreement with the Naga rebel group, the Chief Minister informed.
The State Government has also taken a definite stand on countering such anti-people and anti-National activities of NSCN (IM), the Chief Minister added, while seeking the co-operation of the people in this regard.
Furthermore, the Chief Minister disclosed that equipments for installation of CCTV cameras in North AOC, Paona Bazar, Thangal Bazar and Naga Mapal areas as part of the security measures have been received.
Meanwhile, a statement issued by the Home Department of the State has informed that the Government of Manipur has received concrete and convincing evidences which establish direct involvement of NSCN (IM) in the series of recent violent incidents which left many innocent civilians dead and many seriously injured in various parts of the State.
One suspect, namely, Anthony, s/o Bonklung of Sadu Koireng, who was killed in yesterday's blast at Sangakpham, has turned out to be an active NSCN (IM) cadre.
Now it's amply clear that NSCN (IM) has been directly responsible for at least six major violent incidents in the recent past, the statement said.
The statement recalled that on April 15, 2011, an ambush was laid on the car-cade of MLA from Phungyar Assembly Constituency Wungnaoshang Keishing.
As many as eight Manipur Rifles escort personnel were killed and seven sustained injuries while the MLA had a narrow escape.
On May 28, 2011, a powerful bomb blast was carried out in Khuman Lampak complex apparently with the intention to target the members and officials of the District Councils, which are functioning from there due to threat held out by NSCN (IM).
This blast left three persons injured.
Again, on July 9, 2011, a bomb was detected in a scooter from the Sangakpham Market, which too was aimed at the ADC Guest House at that place.
Thereafter, on July 24, 2011, NSCN (IM) killed a couple at Lungphu village in Ukhrul district and openly claimed responsibility for the same.
The fifth incident in the series was the hand grenade attack on MDC office at Ukhrul on July 23, 2011 and the sixth incident took place at Sangakpham market yesterday where a powerful bomb blast left four innocent persons death and seven others injured.
The blast also killed Anthony s/o Bonklung of Sadu Koireng, an active cadre of NSCN (IM) as per highly reliable intelligence inputs, the statement of the Home Department said.
The statement further observed that initial investigations indicate that the blast took place when the said Anthony was on the two wheeler in which the explosive was planted.
This indicates his inexperience in handling explosives.
The blast occurred just after the vehicles of Members of District Councils passed the spot.
This blast was aimed at the Members of District Councils, who are housed in nearby Guest House complex of District Councils.
All these acts of terror are quite clearly designed to thwart the democratic processes taken up by the Government of Manipur to introduce the democratic decentralisation by successfully conducting elections to the six District Councils which had remained dormant for over two decades.
Government of Manipur terms these acts of blatant terrorism as cowardly and savage.
The Government is seriously considering taking up the matter with Central Government to request for revocation of ceasefire with NSCN (IM) due to these continuous and open acts of terrorism being committed by the outfit.
People of Manipur are suffering on account of such a situation, the statement said.
At the same time, the Government of Manipur appeals to the people of Manipur to maintain peace, tranquillity and communal harmony so that no misunderstanding is created.
The Government of Manipur is committed to fight all evil designs of the NSCN (IM) and other such forces perpetrating these terrorist acts.
The State Government seeks the support and cooperation of the people to fight against such forces in a united manner, the statement added.
