Inspite of the fact that most of the Imphal City area remains in knee deep water even after a slight shower, the State Govt is not able to take up any concrete measure to combat the floods as there is complete confusion among the PWD, IFCD and PHED with regard to areas under their jurisdictions, disclosed a highly placed source.
Sources further said that as per the law the PWD is responsible for maintaining the road side drains, while the PHED and IFCD have been entrusted with the work of maintaining the major drains and rivers respectively.
It also stated that the woes of the people of Imphal city will remain and even aggravate further until and unless a separate body is formed to look after the drainage system more efficiently and effectively without any hiccups.
Source also informed that the Imphal Municipality Council (IMC) inspite of being responsible for maintaining the Imphal city has not been able to take up any major works as the State Govt had not given any directives on the matter.
A high level meeting of the three Depts (PWD, IFCD and PHE) were held in 1989 and 1990 to properly demarcate the areas of jurisdiction among the three depts but nothing has been translated into actions till today, added the source.
