All Manipur Adhoc Employees� Association (AMAEA) has categorically stated that the decision of the State Government to conduct open DPC through employment exchanges and MPCC to fill up the posts being held by the adhoc employees is an open invitation to agitation.
It is also an attempt to open a market where the MLAs and the Ministers in power can indulge in corruption on the pretext of conducting DPC.
The aggrieved adhoc employees have also contended that the July 28, 2004 ruling of the Supreme Court on regularisation of the adhoc employees need not be applied in case of Manipur.
Addressing a press conference at Manipur Press Club here today, AMAEA general secretary Th Bhogen said that the adhoc employees working in 22 different departments have been in service through appointments made by the respective Governments in the last five to 15 years in accordance to the rules and regulations.
He said, the adhoc employees have been exerting pressure on the Government to declare the results of the DPC held in November 1999 so that the service of the adhoc employees could be regularised.
The demand of the adhoc employees has also been included in the charter of demands submitted by the JAC of AMTUC and AMGEO to the Government.
But of the same has not been implemented by th Government till date despite assurances given in this regard, he rued.Recounting the ultimatum submitted to the Government to refrain from voting as well as from election duties of the 14th Lok Sabha Election if the demand of the employees was not fulfilled as agreed between the Government and the JAC on January 6, 2004, he added the adhoc employees have also boycot- ted the Ningol Chakkouba festival this year.
The JAC and the Government had met thrice on April 18, may 12 and may 28 this year to discuss the 13-point demands of the JAC.
In the last meeting, the Chief Minister and seven other Cabinet Ministers had given assurance for regularising and extension of the service of the adhoc employees verbally, he maintained.
But inspite of all these, the Government has went ahead with its decision of filling up the posts being held by the adhoc employees through open DPC after relaxing the ban imposed on Government recruitment.
This is nothing but betrayal of the trust repose on the Government by the adhoc employees and an open invitation for launching more intense agitation, he said.
To protest the decision of the Government, the adhoc employees have resumed their relay hunger strike from December 7, he said, adding that they would continue to launch other intense agitation if the Government remains indifferent to their demand.
Legal advisor of AMAEA Y Gobenchandra said the restriction being imposed by the Government against regularisation of the services of the adhoc employees in Manipur might be based on the ruling of the Supreme Court issued on July 28, 2004.However, he said, the Supreme Court has passed the ruling against those adhoc employees who do not fulfilled the RRs and served only for 480 days, apart from the fact that there was no clear position on the status of the post vacancies.
The adhoc employees in Manipur have been in service for around five to 15 years, fulfilled the requisite RRs and were given appointment against the vacant posts.
So the ruling of the Supreme Court should not be necessarily applied in Manipur, he contended.
