Imphal, August 28 2010:
Imphal West SSP L Kailun has stated that strong and stringent actions would be initiated against those elements harassing innocent non-Manipuris.
Talking to The Sangai Express, Kailun said that tight security measures have been taken up with security personnel put on high alert to check movement of unlawful elements and harassments of non-local people in and around Imphal.
In spite of manpower shortage and other inadequacies, police commandos have been patrolling day and night around Imphal areas besides conducting frisking and checking at different points.
Even though the Police Department is unable to conduct extensive counter insurgency operations, police commandos have been conducting search operations in suspected areas by making swift moves, Kailun said.
Conceding that unlawful activities like attacks on non-local people cannot be completely checked, despite the enhanced security measures put in place, the SSP said that it demands unstinted support from the public to completely neutralise all such unlawful activities.
If the people of Manipur have a slight inkling of what could be the reaction to Manipuris staying outside the State when a non-local man is attacked in Manipur, people should extend full cooperation to police towards preventing unlawful activities targeting non-local people, Kailun iterated.
Referring to the killing of a non-Manipuri at Wahengbam Leikai a few days back, the SSP lamented that no one spoke out a single word against the killing.
Admitting that it is the duty of police to control law and order, Kailun said that police have many other responsibilities.
"I am not justifying police but it would not be right to blame police for all wrongs", Kailun said.
People may not realise the several difficulties faced by the police while discharging their duty of controlling law and order.
People may be under the impression that nothing untoward has happened since CRPF took over security of the Raj Bhavan but most of the people may not have any idea how many CRPF personnel are deployed at Raj Bhavan or ranks of the officers commanding the security guards.
Noting that attacks on non-Manipuris and placing bombs in Government offices and civilian areas were done mostly by two/three men who came on two-wheelers, the SSP wondered if such activities can be checked by deploying security personnel with only 15 feet separating them.
Nevertheless, the SSP said that installation of CCTV cameras would be a big help in controlling law and order and this would lead to multiplication of police manpower.
