Imphal, October 24 2009:
Far from the noble initiative of keeping the pregnant mothers, lactating mothers and children below 6 years healthy through nutrition support, rice provided to the Anganwadi Centres under the Integrated Child Development Scheme (ICDS) have been found to be full of stones and charcoals.
Interestingly, even the Supreme Court had decreed special attention to proper implementation of the scheme.

In an independent investigation carried out by The Sangai Express, it came to light that quality of the rice provided by the Department concerned to some Anganwadi centres is so poor that it is, infact, not fit for human consumption.
Apart from being smelly, stones, that too of large size, and charcoal pieces have also been found inside the five bags of rice of 50 kg capacity each provided to the Anganwadi Centres.
The look of the rice is also so dirty that it may take away the hunger of the people.
On the other hand, these Anganwadi centres have not been receiving the full quota of the allocated rice from the Department as a consequence of deducting 24 kgs of rice or upto one bag in the name of some higher officials of the Department as if like a norm.
Whether the quality of the rice being provided is questionable or not or whether the full quota of the allocated rice is being received or not, these Anganwadi centres have not been complaining all these years as they have been either threatened or cautioned against speaking out.
In case of UG demands, instances of deducting Rs 1000 each by the officials from the allocated fund meant for feeding the kids in the Anganwadi centres to meet the demands are very frequent.
At the beginning of the current month, the Dept had provided the rice quota of the questionable quality for three months together and also the required fund for purchasing cooking apparatus.
