RIMS Authority has allegedly failed to act on the preliminary report of the Inquiry Committee, which is probing into the case of swindling crores of rupees, that should be accrued from the cash counters of OPD and Casualty Counter of the hospital.
According to a reliable source, the Inquiry Committee had submitted its preliminary report, but the RIMS authority instead of acting on it has been sleeping over it.
The source further disclosed that those employees, who have been placed under suspension in connection with the case, recently forwarded an application to the RIMS authority pleading to be reinstated to their respective posts.
Along with accepting the application, the same had also been referred to the officials concerned for necessary process, the source added.
It may be recalled here that in all 13 employees including then cashier Rajen Roy have been suspended in connection with the case.
On April 17 last, RIMS Authority had issued an order announcing institution of a sub-committee to probe the matter.
The seven-member sub-committee is headed by head of ENT Department Prof Th Ibohal as chairman.
Other members of the sub-committee include head of TB/RD Department Prof N Tombi, head of Microbiology Department Prof Ng Brajachand, Associate Professor of PMR Dr Ak Joy, administrative officer S Amusana Devi, account officer Y Humananda and LDC Sumitra Langhu.
After investigating the matter, the sub-committee had submitted its preliminary report to the RIMS authority on August 29 last.
The source disclosed that the preliminary report had not only preliminary report had not only fixed responsibility on the 13 suspended employees but also on Statistical Assistant Bijendra Koijam who is also the general secretary of Non-Teaching Employees Welfare Association of RIMS.
In its preliminary report, the sub-committee had also explained its inability to investigate more deeply into the accounts related to the period starting from April 1, 2007 to March 31, 2009 within the time frame given by the RIMS authority.
However, the RIMS authority has not taken any steps to hand over the case to another competent authority for a thorough investigation.
Although the functioning of RIMS has been brought under the ambit of Ministry of Health and Family Welfare since April 2007, the Ministry is also yet to come out with any instruction for taking up necessary action in this regard, the source lamented.
Furthermore, the source informed that on July 23 this year, Non-Teaching Employees' Welfare Association, RIMS submitted a charter of demands to the RIMS authority.
The charter of demands signed jointly by its general secretary Bijendra Koijam and staff nurse in Urology section Deepomala included reinstatement of the suspended employees.
Both Bijendra and Deepomala have been fixed responsibility in the preliminary report of the sub-committee.
