The proscribed United National Liberation Front (UNLF) has declared its ban on the General Manager of Imphal Urban Cooperative Bank (IUCB), Y Ningthemjao from entering the bank forever and warned him to take voluntary retirement.
Any one who acts in defiance of the ban would be given appropriate punishment, Senior Publicity Officer, Ksh Yoiheiba of Department of Publicity, UNLF warned all concerned including the family of the General Manager.
In a press release, Yoiheiba gave the reasons for taking this step stating that the UNLF has been keeping the IUCB under surveilance since the past few years with a view to making it one of the best performing banks in the cooperative banking sector of Manipur.
The construction of the second floor of the IUCB building located at Gandhi Avenue had begun in 2006 when the present General Manager of the bank, Y Ningthemjao was the Deputy General Manager.
But till today the construction has not been completed.
He has been mainly involved in the scandal, Yoiheiba stated.
The press release further stated that as per recommendations by the report of the ongoing departmental inquiry under the Government of Manipur, Y Ningthemjao had been suspended from service.
However, by throwing money and taking political connection, he was reinstated, and in connivance with some like-minded employees of the bank management, the departmental inquiry which had been lying over him had been kept incomplete deliberately.
Thus, the efforts being made constantly to destroy the bank and all the dirty goings on are known to UNLF fully well, Yoiheiba stated.
As soon as Ninthemjao was reinstated after his suspension, five night guards and one driver of the bank were appointed in violation of the bank recruitment rules.
In another latest violation of the recruitment rules of the bank, all preparations were complete for appointing 13 persons of his gang (Office Assistant Grade-I�six posts and Office Assistant Grade-II�seven posts), and appointment order was ready for issuing yesterday, ie February 6, 2009 by back-dating on February 4, 2009, the press release revealed.
It further stated that it is the stand of UNLF to appoint only qualified persons for the bank which ought to take a significant role in the economic development of Manipur.
If there are vacancies on the staff of the bank, only those qualified persons should be appointed according to the recruitment rules of the bank by advertising properly.
The posts which are ready for appointment at present do not reflect proper budgetary provisioning and financial position of the bank.
UNLF takes strong exception to the steps being taken haphazardly, Yoiheiba stressed.
Therefore, in light of the above facts, the UNLF has decided to put a ban, with immediate effect, on appointing the 13 persons on contract basis beyond the recruitment rules of the bank, Yoiheiba announced.
Besides, the UNLF also bans Ningthemjao, who is involved in corruption as regards construction of the building of the bank and appointment of staff in violation of rules and still trying to appoint in such manner, from entering the bank premises forever henceforth.
He has also been warned to take volutary retirement, the press release stated.
