Even though the state government has decided to implement the pay structure of the 6th pay commission at par with the central government employees to its employees from 1st April 2010, those employed under the District Councils will not be beneficiaries of this new pay structure.
As the District Councils function under the state government on the grant-in-aid scheme, their employees cannot not be treated as state government employees, hence they are not included within the ambit of the new pay structure, said a reliable source.
Their pay structure would solely depend on the amount of grant the District Council receive from the state government.
Even after the state government's decision to implement the 6th Pay Commission, the exact amount of pay hike the employees will get is not clear as yet.
This is because the exact amount of pay hike will depend on the 13th Finance Commission award.
The state government had submitted a memorandum to the 13th Finance Commission in 2008 but has not received assent from the Ministry of Finance.
The expenditure incurred by the government in salaries to its employees at present is Rs 982.34 crore per annum which will take a quantum jump after the implementation of the 6th Pay Commission.
The increase in the amount to be incurred by the exchequer in the first year, i.e.2010-11, as per the proposal submitted to the 13 Finance Commission is Rs 569.30 crore, Rs 625.39 crore in 2011-12 .
The amount which the state government would be incurring in five years as salaries to its employees after the implementation of the 6th Pay Commission is Rs 3342.25 crore.
The state government had also proposed award of Rs 1,994.89 crore for payment of arrears to its employees from 2006-7 to 2010-11 .
The amount will be paid over a period of two years as per the memorandum submitted to the 13th Finance Commission.
The state government's decision to hike the salary of its employees by 60% would all depend on the Ministry of Finance giving its nod to the proposal submitted by the State Finance Department.
In case the Ministry of Finance does not agree to the proposal the hike may not reach the 60% hike promised by the state government.
