Slogans, leaflets shake House

A live wire of a drama unfolded in the Manipur Legislative Assembly today when three suspected members of the All Manipur Engineering Department Union Council shouted slogans and threw leaflets from the visitors' gallery.
While the leaflets were written with the words "Does Manipur have no MLA who shares any concern for workers", they raised the slogan "Kill us" .
The three persons nabbed by security have been identified as H Ibomcha, Kh Kalamu and M Rajen.
All of them belong to Heirok.
This was announced in the House by Speaker I Hemochandra based on a report furnished by the Assembly Chief Security Officer.
The three persons entered the Assembly complex using pass given by Heirok AC MLA M Oken.
There were similar incidents from the gallery in the past but today's action was the most awkward, the Speaker remarked.
It was a breach of privilege as per Assembly Rule 78 .
In the meantime, M Oken entered the House and clarified that the three persons were given pass at their request to listen to the
House proceedings .
Oken also apologised for the unwarranted attack from the three persons.
Later, senior Member O Joy chastised the three individuals and told them not to intrude in such a manner and create disturbances in future.
MLA I Ibohalbi observed that throwing of leaflets from the gallery meant that the security did not check the visitors thoroughly.
Conceding that there were lapses on the part of the security, the Speaker assured that he would look into the matter.
The Chief Minister also noted the lapses on the part of the Assembly staff.
Stating that the Assembly would have little work most of the time except when there are sittings in the House, Ibobi observed that the Assembly staff must discharge duty their with care and efficiency when the House is in session.
To this, the Speaker stated that necessary action would be initiated against the derelict and negligent Assembly staff.
He also promised to table a report on the incident at the House on Monday.
