Two top institutes asked to refund entire funds or submit utilisation cerficates for central projects

Authorities of the Manipur University and the Regional Institute of Medical Sciences (RIMS) could not submit the utilisation certificates and progress status reports of the construction of the Government College of Technology on Manipur University campus and the construction of Dharmasala building at RIMS taken up with the funding of the Union Ministry of Development of North Eastern Region (DoNER) .
Failure on the part of the two institutes, the government of Manipur as per instruction from the DoNER, has asked the two institutes to refund the entire amount released or submit the pending utilisation certificates/quarterly progress reports/photo/work plan immediately, an official source said today.
The documents which have been seeking by the DoNER through the Manipur government have been pending with the two central undertaking institutes in Manipur for the last two years despite insistence from DoNER to submit the documents at the earliest so that they could consider for release of the next installments of the projects, the source added.
For the construction of Academic and Compound building in order to set up the Government College of Technology, DoNER had released Rs 154 lakh including Rs 15.14 lakhs as loan amount to be repaid by the Manipur government four years back in July, 2004 .
The same ministry also released Rs 86.27 lakhs for the construction of Dharmasala building at RIMS complex two years back in August 2006 .
However, both the authorities of the institutes failed to furnish UC/QPR/photo/Work Plan till date.
MU authority required to submit all the reports regarding utilization of the entire funds released while RIMS authority has to furnish UC with minimum 75% utilization and QPR with overall physical progress at least 51% photo and work plan, the source said.
The release of the next installment by the ministry of DoNER is subject to the satisfactory submission of financial and physical progress reports along with the work plan for the balance fund sought.
The instruction to furnish the require documents seeking by the DoNER immediately or to the authorities to refund the entire amount was taken in a high level meeting convened by the state additional chief secretary (planning), DS Poonia recently at his chamber with concern officials of the departments taking up various projects with the funds from DoNER.
The meeting discussed the overall physical progress commensurate with total amount released by the Union ministry of DoNER and work plan along with time frame and photos for the requisitioned/balance amount to be released by the ministry.
The meeting also discussed on the progress status reports of the implementation of five health projects, construction and equipping of 50 bedded district hospitals at Ukhrul, Tamenglong, Chandel, Senapati and Jiribam for furnishing to the ministry.
