Manipur stands second in most violent states of NE in 2009

Life of at least 415 people claimed during the year 2009 till December 28 in insurgency related fatalities while over 900 cadres of different insurgent outfits apprehended.
During the same period over 320 different weapons with 5200 live ammunitions by the security forces during counter insurgency operations.
The record 415 people killed during the year, is less by 70 from the previous year 2008 which was recorded at 485.This can be observed as due to the apparent slow down in the security forces campaign against insurgents after the July 23 incident as record showed that till July as many as 221 people died.
With 415 killing, casualty in insurgency related violent incident aggregated to 5536 people in the last nine year since 1992 in Manipur.
Out of them 2473 were insurgents of different underground groups, 2127 are civilians while the rest 936 are security men of both state and central security force establishments, according to the a compiled report of South Asian Terrorism Portal combined sources from the Union ministry of home affairs.
Among the 415 died during the current year, the SATP put 320 of them as insurgents, 77 as civilians and the rest 18 as security men.
With the 415 insurgency related fatalities, and the year 2009 drawing to an end, Manipur remained the second most violent State in the Northeast region of the country.
Assam, the other major theatre of conflict in the region, with 11 times the population and 3.5 times the land mass, stood at first place, with 344 fatalities through 2009, an analysis report of the Union ministry of home affairs stated.
There are, however, tentative indications suggesting some gains for the counter-insurgency (CI) grid in Manipur, with Security Forces (SFs) inflicting rising costs on State's multiple insurgent groups, neutralizing significant numbers of their cadres and contracting their areas of dominance, it stated.
Analysis report of the MHA and South Asia Terrorism Portal (SATP) for the state of Manipur for 2009 observed the steady increase of violence in Manipur since 2004, when insurgency-related fatalities took an abrupt upward turn, coinciding with the alleged rape and custodial death of a supposed female insurgent, Th.Manorama Devi, at the hands of Assam Rifles personnel, has witnessed its second reversal in 2009.
