The Manipur state cabinet's decision earlier this year to award Rs 1 Lac each to candidates who cleared the Civil Services preliminary examination, 2010 had brought lots of cheer to students who aspired for the civil services in general and candidates who cleared the exam in particular.
The idea initially was to award the financial incentives to the candidates in a hassle-free manner promptly so that the money could be utilized for preparations for the mains examination.
Now, the main examination has long been finished.
But, the incentive money promised is yet to reach the 130 odd candidates hailing from Manipur, who are eligible for the award.
Speaking to this correspondent, some candidates complain that the initial euphoria has now given place to despondency as they had gone for expensive coaching courses in anticipation of the incentive promised, which did not arrive on time.
Now, they are not even sure when and if the promise will be delivered.
However, some sources within the government say that the money has been held up at the Sub-treasury, Old Lambulane in Imphal as the bill has not been passed there.
The source added that the bills have been pending with the sub-treasury there for at least two weeks now.
The reason for the delay in passing the bill is not immediately known.
The intended beneficiaries are still waiting.
