Against the mandatory 100 work days in a year, some gram panchayats in Imphal East district of Manipur, implementing the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), has alloted only one work day to job card-holders.
Top Naoriya Gram Panchayat under Kshetrigao Assembly Constituency in Imphal East had given job to its card-holders for only one day during the fiscal year 2008-2009 and 2009-10, information extracted through RTI by one Athokpam Kishorjit with regard to work taken up in Imphal east under the MGNREGS has confirmed.
From the information got by him, it was found that in the same district except in two Gram Panchayats under the Assembly Constituency of the Rural Development and Panchayati Raj Minister, Md Allauddin which gave 100 days works, no other gram panchayats had provided 100 days jobs to card holders.
Only 30-day works were provided to the job card holders on an average while only 1 work day job was given to card holders of Top Naoriya Gram Panchayat of the district.
Mention may be made that the Centre has ceased further sanctions of fund for Imphal East district on account of various anomalies like work found incompatible to the sanctioned amount, failure to implement the scheme in time and inability to submit utilization certificate etc during 2009-10. The Centre however has eased its restrictions and made necessary sanction for 2010-11. Fifty percent of the sanctioned amount should be deposited in the accounts of Block Development Officers (BDOs) for Panchayats while the remaining 50% should be deposited in the account of the Chief Executive Officer or the Programme Officer or BDOs for Zilla Parishads and line departments as per the guidelines laid down for the implementation of the MGNREGS.
