Thanks to the inept handling of matters by the State Government, there is every likelihood that the Govt may not be able to fully utilize all the Rs 230 crores received during the current fiscal year as so far only Rs 100 crore has been utilized.
Disclosing this, a reliable source said that though the State Plan outlay for the current fiscal was fixed at Rs 557 crores, the State Govt received only Rs 230 crores as Rs 227 crores were deducted at the source by numerous agencies following the failure of the Govt to clear the outstanding loans owed to them.
However despite the huge deduction at the source, the State Government has so far been able to utilize only Rs 100 crore out of the Rs 230 crores received and with the financial year set to lapse by March end, there is every possibility that the State Govt may not be able to utilize the full amount.
Taking note of the failure of the State Govt to fully utilize the sanctioned plan money, the States advisor of the Union Planning Commission, Rebha Nayyar had in September last year advised the Govt to do all it can to fully utilise the Plan money.
Back in September the State Govt had utilised only Rs 48 crores, disclosed the source.
If the State Govt fails to utilize the Plan money this fiscal, then it may receive only Rs 180/190 crores in the next fiscal year, said the source.
To be able to fully utilize the remaining Rs 130 crores of the Plan money, the State Government is trying its best to get the Central sponsored schemes as well as the State's matching share before the current fiscal lapses, added the source.
To calculate how much of the fund the State Govt has been able to utilize in the last month as well as to study how much more it can fully utilize, Chief Secretary AP Sharma has convened a meeting of all Govt Departments on February 7, said the source further.
The meeting will also discuss how much each department needs in the remaining period of the current fiscal year.
Meanwhile the Director of DONER, John Sellate arrived at Imphal today to discuss on going the projects and schemes taken up in the State under the Non Lapsable Pool of Central Resources.
