Cracking the whip against the large scale malpractices in Government Departments such as fake appointments, posting employees at places where there are no sanctioned posts and fraudulent withdrawal of pensions and other monetary benefits, Chief Secretary Jarnail Singh today instructed the officers concerned to issue the relevant orders by Monday without fail.
With the stated objective of streamlining the Government Departments and to identify fake appointments and other irregularities, the State Government had instructed all the Departments to prepare the Manipur Government Employees List and to submit the same to the respective DDOs.
However a number of departments including many major departments have been unable to prepare the list and this has resulted in the non-payment of salaries of the employees for the last three months.
Clearly peeved with the failure of many departments to furnish the list of the employees, Chief Secretary Jarnail Singh convened a meeting today at the conference hall of the South Block of the Secretariat.
Additional Chief Secretaries, Principal Secretaries, Commissioners, Secretaries and Heads of Departments attended the meeting held at 3.30 pm.
The Chief Secretary categorically made it clear that the administrative Secretaries and the Heads of Departments should be held responsible for the failure to release the salaries of the employees for the past three months.
Jarnail also made it clear that the list of employees, the appointment orders and the sanctioned posts should be ready by noon tomorrow for the National Informatics Centre to computerise the data.
At the latest all employees posted at places where there are no sanctioned posts should be transferred to their rightful place by Monday, the Chief Secretary instructed and the same should be fed to the NIC and other relevant authority, informed an official source today.
Another source informed that getting the list and other necessary data ready by Monday may prove difficult for the Education (S) Department which has gained notoriety for the large number of fake appointments and other irregularities.
If the lists are prepared by Monday, then the pending salaries of the employees will be released soon, said the source and added that the preparation of the lists will go a long way in streamlining the Government Departments by weeding out fake appointments, transferring employees to the sanctioned posts and tone up administration.
Though some departments have been able to submit the lists to the respective DDOs, a number of other departments, including major departments are yet to work out the list.
