A BODY of the local urban bodies in the state while urging the state government to devolve the power and functions to the Urban Local Bodies (ULBs) today has submitted an ultimatum to the state chief minister, O Ibobi which a copy each also forwarded to the state Governor, Union minister of Urban Development, Union minister of state to the Prime Minister's Office.
In the ultimatum which submitted by the All Manipur Municipal Council & Nagar Panchayat Councilors' Joint Action Committee, it was stated that if the chief minister look into the demands and convert into work on or before December 31 this year, they will go to the court for legal action or launch agitations.
Even though Manipur government has enacted the Manipur Municipalities Act, 1994, the powers under the article 243W of the Indian Constitution which are to devolve to the ULBs are not enjoy till date.
The same has been assigned to the ULBs in other states of the country.
On the government violation of this article of the constitution, the JAC has submitted several memorandums for devolution of the powers.
They had also staged sit-in protest in August 2006.But no action so far taken up to devolve the powers,
it said.
