Kohima, December 16:
The Opposition Congress have today come down heavily on the ruling DAN Government for running way from their responsibilities and making the law and order situation in the State from bad to worse.
Participating the discussion on public importance in the one-day Assembly session here today, the Leader of the Opposition I Imkong said the DAN Chief Minister Neiphiu Rio was making full of confusion and contradictory statements.
The Chief Minister said the NSCN (IM) was not involved in the economic blockade in Noklak, whereas the NSCN (IM) on the same day assured to resolve the blockade soon, Imkong said and questioned as to how he (Chief Minister) made such highly contradictory statement.
The Leader of the Opposition also informed the House that he was taken aback on seeing the threatening statement of the Chief Minister that the people of Nagaland should be prepared for any "eventuality" if ongoing talks broke down.
He asked what prompted the Chief Minister to use such threatening words when he always asserted that "peace process between the Government of India and the NSCMN (IM)" was going in the right direction.
He further asked the Chief Minister whether his Governments role of facilitating to the peace process was "Active or Passive." Imkong however hoped that the wisdom would prevail on both the Government of India and the leadership of the NSCN (IM) for finding amicable ways to push forward the political talks to reach a logical conclusion.
So that the State would not be dragged again into "another bloodbath," he added.
KV Pusa, Opposition Congress MLA also attacked the ruling DAN Government for not being serious on the prevailing law and order problem in the State.
He said the Government had completely failed to exercise their constitutional bounden duties and wondered if they had allowed those responsible for creating havoc in the State to diktat them.
Pusa informed the House that whether the killing of former Nagaland DGP Hesso Mao by the NSCN (K), abduction of public leaders including a pastor from Pfutsero town by NSCN (IM) cadres, economic blockade in Noklak area by the NSCN (IM), shooting of Nagaland journalist Xavier Rutsa, serving demand notes to State Cabinet Dr Shurhozelie and two prominent persons in the capital, the DAN Government could not arrest any one of them.
He also said the other day, the Kohima SP raided some houses in the capital but unfortunately, one underground group came up and asked him not to perform his duties.
On the other hand, a State IGP has to become a scapegoat, he pointed out.
All these happened because the Chief Minister and his Home Minister remained quiet and did not back these officers, he stated, asking how they (these police officers) would function their duties under such peculiar situation.
He also asked if the Chief Minister was surrendering his authority.
Opposition Congress MLAs Takamasa and H Chuba Chang also took part in the discussion.
Replying to the Opposition charges, the Leader of the House Neiphiu Rio justifying the prevailing law and order situation in the State, said even some elements tried to create problems in the "most developed countries." While admitting some lapses on the part of the Government, Rio said the Nagaland States law and order situation was much better today compared to the past.
He also asked the Opposition not to quote always the newspapers as their basis to attack the Government on the Floor of the House as sometimes it would not come to the ground realities.
He also said their policy of "facilitating" to the peace process was "Active Facilitator and not Passive Facilitator".
