Seriously concerned over the 'undesirable' motive of Chief Minister O Ibobi in connection with the demand of removing the Speaker and two ministers from their posts, the Democratic People's Alliance (DPA) is all set to stage various forms of agitation against the government.
As a first phase of their agitation, leaders of the DPA on Tuesday announced to stage five hour 'dharna' in front of the Manipur People's Party (MPP) office located in the heart of the state capital on January 29.O Joy, President of MPP today said Manipur bandh would be taken up if necessary.
Reacting to the statement of some women bodies whom he charged as "pro-government bodies", Joy informed that the meaning of opposition in a state assembly have the right to criticize and blame the ruling government if the latter failed to expedite the wishes of the people.
"We cannot take part in any Assembly sitting where Speaker Haokip presides", Dr Chandramani, former deputy Chief Minister and convener of the DPA said.
Manipur assembly is scheduled to be convened for two days on February 6 and 9 next.
The opposition Democratic People's Alliance has submitted a notice of resolution to the secretary, Manipur Legislative Assembly today for removal of TN Haokip from the office of the Speaker Manipur Legislative Assembly, as he was allegedly involved in the murder case of Lungnilla Elizabeth.
The DPA also demanded to drop Ngamthang Haokip TD minister and Gaikhangam works minister from the ministry of SPF government.
The opposition DPA will boycott the Assembly session which will start from Feb 6 until and unless the speaker TN Haokip is removed.
O Joy president of MPP told media persons in a press meet held this evening that the DPA has decided to boycott the Governor's address.
It is the boycott of Speaker TN Haokip as the he will preside the session.
On the issue of a common candidate for Lok Sabha elections the consensus candidate may be from the MPP, FPM or BJP.
However the DPA will not consider Th Chaoba MP as consensus candidate for DPA.
Dr L Chandramani president FPM said that customarily any minister or high ranking officer who allegedly involved in a case should resign from the post, if he is under CBI investigation.
M Bhorot MLA, Dr Nimaichand Luwang MLA, S Ibohal MLA were also present at the meet the press.
Under rule 307 of the Rules of Procedure and Conduct of Business of the Manipur Legislative Assembly, read with article 179 (C) of the constitution of India, members of the Eight Manipur Legislative Assembly, gave the notice of a resolution for removal of TN Haokip, from the office of the Speaker.
Despite the ban on appointment and acute financial crunch being faced by the state 26 persons were appointed by TN Haokip, on contract basis.
Later on the incumbent K Meghajit Singh, who was appointed as under Secretary on adhoc basis was regularized vide order dated December 4, 2002.He is allegedly involved in the Elizabeth murder case.
Air-coolers and security equipments worth about Rs 10 crore, have been purchased at exorbitant rate without calling any tender.
Two private vehicles were hired by the Assembly Secretariat at the instance of Haokip, at the rate of Rs 500 per day for each of the vehicles.
The total expenditure born by the Assembly secretariat for the two vehicle, comes to Rs.30,000.So far a sum of Rs 5,40,000 has been paid for a period of April 2002 to November 2003.This is sheer waster of public money.
