A convention of the Panchayati Raj Institutions in Manipur, Tripura and Sikkim held here at Manipur Press Club, Majorkhul today called for effective implementation of amendment of the 73rd amendment Act 1992 in the state.
The Act has been implemented in Tripura and Sikkim and devolved powers under the Acts among the north eastern state but in Manipur, state government do not follow the rules frame under the Act, the convention lamented.
The convention was organised by the Core Committee of Manipur State Panchayat Parishad and discussed on the panchayati raj systems in Manipur in comparison with that of Tripura and Sikkim.
Opposition leader of the Manipur Assembly, Radhabinod Koijam and member of the NE Vision 2020, prof N Mohendro attended the convention as chief guest and guest of honour.
Delivering key note address of the convention, general secretary of Manipur Panchayat Parishad, Ch Romeo said, a 15 member team comprising pradhans led by its advisor, prof N Mohendro had visited Tripura and Sikkim from December 6 to 15 last to study the functioning of panchati raj institutions there.
They also study on the implementation of NREGS in the two states in comparison with that of state.
After the convention, the differences in the mode of implementation of the NREGS in the two state and that of state will be submitted to the Centre, he said.
Even though, the latest amended form of the Panchayat Act of 1992 related with the devolution of more power to the panchayat institutions has been enacted in the state too, the provisions are not fully implemented in the state, he observed.
MLA Radhabinod Koijam talked on the important of panchayat or local bodies in a state were democracy is in force and lauded the effort of the Manipur Panchayat Parishad for working with unity.
If the panchayats are not work unitedly at the district level, people will not able to get the benefits of being localself government.
