Imphal, May 09 2009:
MLA OF Langthabal Assembly Constituency, Okram Joy today demanded appropriate action against the Assam Rifles' Major who was involved in the controversial abduction and arrest of Khwairakpam Megha.
Talking to media persons at the office of MPP here this afternoon, O Joy said not only the police commandos, but also the Assam Rifles' Major should be punished.
The people of Manipur know fully well the drama of arresting Megha by two police commandos in connivance with two other persons from Khagempalli area on the charge of being a KCP activist without the knowledge of superior police officers and again his alleged arrest by 31 AR from Moreh and subsequent handing over to Imphal Police Station as a PLA man.
This is a horrifying incident, Joy said.
An innocent and simple man who lives at Liwa Naorem Leikai could easily be turned into a KCP activist on reaching Khagempalli and on reaching Moreh, he could be turned into a PLA cadre, MLA Joy said adding that there is a strong suspicion that some police commandos in collusion with AR personnel might have killed a number of innocent people.
It has become necessary to properly investigate such powerful gangs or else the fate of many innocent people remains uncertain, which is terrifying, he said.
MLA Joy further said that exemplary punishment must be given to the black sheep who were trying to sully the image of the state forces and central paramilitary forces.
He also expressed his gratitude and thanks to the authorities concerned for making a proper enquiry into the incident thus pull Megha out of the coffin in time.
O Joy informed the media persons that the main accused Doukhochan Touthang confessed during his interrogation that he had handed over Megha to the AR to kill him, and he would have been killed.
Then what's more surprising is that the AR personnel simply obliged the low ranking police commandos without any knowledge of the superior police officers by agreeing to kill Megha.
This clearly shows that the AR troops are hand and glove with some wicked police commandos in perpetrating such crimes.
He said, it is very important to find out how many other persons had been killed in similar circumstances.
It is also necessary to know how many other gangs are there within the police commandos.
It is necessary to look into the activities of the Assam Rifles.
The authorities of the government and the top officials of the police department need to keep a strong vigil on the situation, he opined.
Joy further said that there is no reason why actions should not be taken against the AR Major.
By seeking permission from the ministry concerned, the AR personnel, found involved in the "arrest drama" should be prosecuted.
If Megha had been killed, it would have been claimed that he was killed in encounter.
Joy informed that the party will take up the issue with the Governor of Manipur and the Union Home Minister.
