Arrest Warrant issued against 2 Pradhans, 11 ward members

The Chief Judicial Magistrate of Imphal East has issued a Warrant of Arrest (bailable) against 2 Pradhans and 11 Ward Members of Kyamgei and keirao Gram Panchayat on alleged charges of committing certain irregularities and illegal acts in connection with implementation of MGNREGS.
The Warrant of Arrest was issued by W Tonen Meitei, Chief Judicial Magistrate, Imphal East, Manipur, following a complaint lodged by four persons of Kyamgei Maning Leikai namely Chingakham Inaobi (40), Thokchom Irabot (35), Khadangbam Mocha (34) and Chirom Herojit (34) .
Accordingly, the Warrant of Arrest has been issued against Yumnam Ongbi Mombi (32) who is the Pradhan of Kyamgei Gram Panchayat and Ward members of the same Gram Panchayat namely Laishram Ningthemjao (42), Chingakham Ongbi Ibeton (37), Maibam Khamba (35),Nameirakpam Subol (52), Toijam Ongbi Romita (35), Chingakham Babita (30), Thangjam Ibotombi (45) and Nameirakpam Heramot (40) .
According to the four complainants, various developmental works were taken up under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in Kyamgei village.
These works include construction of Pucca Irrigation Canal at Kyamgei Loukol, Phase II; construction of Pucca Irrigation Canal at Kyamgei Loukol, Sega Lambi, phase III; construction of Pucca canal; construction of Pucca Drain Canal; land development at Kyamgei Mayai Leikai; improvement of IVR shingling from Pebam Leikai to Dispensary; earth and shingling work at Kyamgei Awang Leikai and land development at Kyamgei Shantipur.
In many of these works, there have been various irregularities like inclusion of names and employment of job card holders without the knowledge of the individuals concerned, inclusion of the names of deceased persons and withdrawal of wages in their names.
On the other hand, in connection with implementation of MGNREGS at Keirao Gram Panchayat, another complaint had also been lodged with the Chief Judicial Magistrate, Imphal East, Manipur by one Chongtham Kunjarani and six other complainants charging that fund sanctioned for development in Keirao GP under MGNREGS had been misappropriated without executing any work.
Acting on the complaint, the Chief Judicial Magistrate, Imphal East, Manipur has accordingly issued Warrant of Arrest (bailable) to Asem Hemanta Meitei, Pradhan of Keirao Gram Panchayat and three other Ward members of the same Gram Panchayat namely Arambam Nitimika alias Bala, Asem Ichal and Kangabam Naobi.
The complainants have alleged various irregularities in taking up developmental works under MGNREGS in Keirao area.
These also include inclusion of names and employment of job card holders without their knowledge and inclusion of names of deceased persons and withdrawal of wages in their names.
