Non-bailable warrant issued against Ukhrul MO

District Judge Manipur East has issued a non-bailable warrant of arrest against the Ukhrul Medical Officer for his failure to appear before the court which is conducting an inquiry into a firing incident which occurred in Ukhrul town, 17 years back in 1994 .
The District Judge, Manipur East has been conducting the inquiry to the incident in which three civilians including a 12-year old boy were killed in indiscriminate firing by the Assam Rifles.
The AR had fired at the civilians in retaliation to the killing of two Assam Rifles officers earlier in an ambush by suspected NSCN-IM cadres.
Many other civilians were also injured in the excessive violence meted out by the security personnel.
After the incident, Peter, father of one of the victims, Mochiha, filed a writ petition to the Gauhati High Court Imphal Bench praying the court's intervention in compensating the loss of his son and awarding punishment to the erring security personnel.
In response to the prayer, Gauhati High Court Imphal Bench had passed an order directing the District Judge Manipur East to conduct an inquiry into the incident and to submit a report to the court.
The District Judge, Manipur East, Ph Surendra conducting the inquiry into the case, had summoned the Ukhrul Medical Officer, AR Chisty to appear in the court on Monday (yesterday) and give a statement about the postmortem examination of the victims in the incident.
However, the MO failed to appear in the court without giving any reason.
Taking serious note of the matter, the District Judge issued an nonbailalble warrant of arrest against the officer.
The court has also fixed the next hearing on March 17 .
