Imphal, August 26 2009: The Ethno Heritage Council (HERICOUN) criticized state government of taking interest in increasing quantity of state security personnel instead of trying to maintain quality to become a well discipline force.

The council also suggested 10-points proposal for making the state police and state force for becoming a well discipline and security of the people.

In a statement of the council signed by publicity and propaganda secretary L Sanajaoba today expressed concern over the pointing of guns of the security forces in the state who are mean for the security of the people towards the people and committed in killing and harassing the people.

The excessive meted out by the security forces has been keeping the people in a unrest situation where they could not lead a peaceful life.

People are like living under military rule, the statement observed.

Government instead of looking after the police and IRB personnel of the state home department to maintained quality of being a security forces, in the name of countering with insurgency remain taking interest in the recruitment of more personnel.

This showed that there is no people government in the state.

While observing various instants of excessive and undisciplined, the council also put down 1o point suggestion to the government which among other included selecting worthy candidates on merit list while conducting recruitment drive.

Inclusion of moral lesson class and police-public relation classes well to the police and IRB personnel, participation of police officers in public functions, observation of public-police relation to aware police and IRB men most importantly, to display guidelines on the police-public relation, not to politicalised the home department, home department take up works in remote areas to maintain good relation with people and to aware the people on the works and achievement of the home department through the media are other suggestion put down by the council.

The statement further observed that degradation of the disciplines and morals of the state security personnel is amount hurt the refutation of the state.

If the excessive of the forces continue further there will erupt a bad relation between the security forces and people.

Government need to take care not to view such attitude towards the state security forces.

So government should take up steps well in time, the statement added.
