Following the frequent harasments, sexual violence and even murder meted out to the North Eastern people in Delhi by the people of mainland Indians, the All Manipur Tribal Union (AMTU) has drawn the attention of President of India Pratibha Patil on Saturday.
The AMTU in its lengthy missive signed by its general secretary Romeo Bungdon to the President of India, has highlighted numerous accounts and incidents where North Eastern people and mostly to the girl students have been physically and sexually assaulted, robbed and even murdered in the capital.
The memorandum of the AMTU also included eight-point suggestions so that these unwanted incidents are thwarted and prevented.
The eight-point suggestions are to ban the filthy movies completely which are bypassing the censor board and reactivate the law and regulate it as a parliamentary session bill especially on the subject and to ban the use of sophisticated mobile handsets which are installed with picture clippings and video clippings by underage, to avoid misuse of the gadget.
Another suggestion has been to regulate an appropriate lawful penalty to those people misusing their sophisticated mobile phone gadgets as a medium of obscenity thereby provoking fanatic amusements and also to award extreme type of punishment to the culprits of rape and murder, sodomy, sexual abuse or whatever found in the context, to dishearten other intending persons if there be, so that the recurrence of such unlawful acts is ceased.
AMTU also suggested for a constitution of a special panel commission wherever justified necessary to monitor speedy expedite of law proceeding at the earliest.
It then urged to include competent members of NGO, North eats helpline to assist the details of an incident pertaining to their natives.
The tribal union then suggested to educationalise the whole people of India at the grass root level on the moral values to respect the liberty and chastity of women through various mediums and media.
It also said that religious institutes of all religions in India be inducted through Social Welfare Department, funds be allotted to constitute a good moral teaching as mandatory, because religious can play vital roles on such matters.
Infact, religions have virtue of social and psychological influence that can impart philosophical phenomenon that will last long throughout one's life if imparted once.
While acknowledging your golden versatile deliverance of humanitarian assistance to every needy citizen of India , may I lay down a few words highlighting the plight of the stringent discriminated people of North-East Indians residing at metropolitan cities of India or elsewhere in the mainland.
In the memorandum the AMTU said that murders after rape, sodomy, molestation, etc.
have tarnished the cultural spectrum of 'our Hindustan'.
"According to our Indian history, though women were deprived from certain privileges like right to education, social status and so on, something very unique was upheld that is, modesty of women and their chastity.Today, with the emergence of women's right the most important social/sociological factor of our Indian / Hindustan status which had been adored since the civilization exist of age old, is breaking down and is being overlooked.
This is literally unfortunate as the said social status is the main vital element within our Indian culture.
This moral culture truly needs to be revived," stated the AMTU missive to Pratibha Patil.
It also said that the recent rape and murder, sodomy and molestation, sexual exploitation and gender discrimination and so on perpetrated to undesired North Eastern insecured girls by some powerful discriminatory men whether empowered by cruelty or by law breaking or racial discrimination are the matters which all required to be studied and institute a suitable recourse of a coinciding law that may subsequently remove the evil instincts of
such beastly acts.
"I agree to say that the culprits had been booked by police but the sad part is that cases and trials are mostly pending, reasons which we could never access due to our inability constrained by lack of money and political power.
As a matter of fact, these types of defaulting offences against our NE girls have annoyed the NE region.
The stigma that has overruled the peaceful co-existence in the unique cultural mosaic of our multi-social manner of our Indian ethic is indeed degrading the international image endowed upon our country.
Social reformation is a must at this very juncture, lest, our society will be engulfed by such dirty undesirable phenomenon, " Romeo Bungdon said.
AMTU then said that the voluntary assistance extended by North East Helpline is quite appropriate but it is unfortunate to learn often that police authorities at the station house jurisdictional level denied to take up initial law proceeding, unless pursued to a higher authority which indicates the inner thought of discrimination committed by law enforcing agents.
