Poor record in submitting utilization certificates for sanctions made to power and education sector continues to haunt the State Government with the latest instance being Development of North Eastern Region (Doner) demanding utilization certificate for the 36 megawatt Leimakhong Heavy Fuel based Power Project.
President APJ Abdul Kalam had inaugurated the project during his visit to Manipur last year, Doner Joint Secretary Hari Krishna had intimated to State Planning Commission Commissioner A Luikham to submit utilization certificate for Rs 5.27 crore out of the total project cost of Rs 117.61 crore sanctioned under Non-Lapsable Central Pool of Resources, said sources.
Informing that Manipur Government had already forwarded utilization certificate for Rs 112.34 crore the source said Doner asked the state Govt to submit utilization certificate of the remaining amount within may month.
Utilization certificate of Rs 30 lakh for the trial run of the 36 MW project is also yet to be submitted to the Doner, added the source.
Moreover, the State Power Department is unable to furnish utilization certificate of Rs 1.42 crore for the 33 KV Moreh sub-station, Rs 44 lakh 2x1 MVA Saikul sub-station, Rs 15 lakh 3 KV line from, Yurembam to Mongsangei, 2x1 MVA Shivpurikhan (Jiribam) sub-station Rs 5.82 crore released for electrification of tribal villages in the State, said the source.
Other notable failure of State Government in submitting utilisation certificate is expenditure incurred in construction of two class rooms each at 205 schools under Education Department (Schools) amounting to Rs 30 lakhs, similar number of class rooms for 172 Government higher secondaries estimated at Rs 4.30 crore as well as class rooms at 21 newly upgraded higher secondaries costing Rs 4 crore.
