Alleging that one innocent Neklalsiam Vaiphei s/o late Lianneipau Vaiphei of Phovaibi village, Senapati district was detained, tortured and electrocuted by 28 AR, B-Coy stationed at Singjamei, the Vaiphei Students' Association, Imphal Block and the Kuki Students' Organisation (KSO), Imphal Block have sought intervention of the Chief Minister towards justice's end.
According to a joint memorandum submitted by the two student bodies' to the Chief Minister, Neklalsiam Vaiphei was picked by the AR troops on April 22 and released in the afternoon of April 24 after subjecting him to severe torture in their custody.
Though Neklalsiam Vaiphei has been released, he is suffering from physical pains and mental trauma because of the severe torture inflicted upon him while in the custody of AR.
It is reported that Neklalsiam has one of his upper ribs dislocated besides suffering from acute pain in the ear and burning sensation in the private parts.
The two students mentioned the name of Maj Ravichandran and Captain Modhu Sudan of 28 AR, B-Coy for the inhuman treatment meted out to Neklalsiam Vaiphei who was accused of being an instructor of a valley based UG group.
Saying that the AR personnel came in a vehicle without registration plate and refused to give arrest memo while Neklalsiam was pulled up, the student bodies questioned the authority of Assam Rifles to arrest people on mere suspicion from greater Imphal area where disturbed area act is not in force.
They also demanded immediate, befitting action against the guilty AR officers/personnel as well as payment of medical expenses and appropriate compensation to Neklalsiam Vaiphei within 48 hours.
