The chairman, MPSC, the commissioner of the state veterinary department and other concerns have been served legal notice on the fixing of date for conducting DPC for regular fill up of the posts of Manipur Veterinary Service (MVS) grade �II (joint director) today keeping aside the stay order passed by the Guwahati High Court today.
The legal notice served by advocate Rarry Mangsatabam of RK and Associates in favour of Dr.N Rajendro of Okram Chuthek Kitna Pannung working as specialist piggery, district veterinary office, Churachandpur stating that the fixing of the DPC on January 5 by the authority is against the several cases filed by the officers and Indian Vety Association, Manipur Branch in the high court with regarding to the holding of DPC.
The legal notice asked why should not initiate contempt of court proceeding for willful violation of high court order if the propose to hold the said DPC of January 5 .
Apart from the chairman of the Manipur Public Service Commission and Commissioner/secretary veterinary and animal husbandry, the legal notice addressed to the secretary, department of personnel and director of the state veterinary and animal husbandry department.
An order of the Guwahati High Court, double bench on October 1 last year has stayed DPC proceeding to the promotion of grade-III (deputy director/equivalent) under the order of the state government issued on May 27 of the same year.
The case is related with holding of the DPC for promotion of officers in Grade-III without determining the actual strength of the Grade-III which the petitioners observed that it is improper to hold the DPC without clearly indicating the strength of the grade �III officers in the state veterinary department.
While the reply from the respondent (state government authorities) is pending with the Court, conducting the DPC for the promotion is a direct challenge to the court's ruling and trying to conceal the controversies in the department, observed some officers of the department.
They also alleged that the notification for holding the DPC was issued by the link commissioner, veterinary and animal husbandry apparently taking advantage of the absent of the commissioner of the department in connection with the election duty.
