Chairperson of the Manipur Women Commission, Dr Ch Jamini on today announced that the commission has a provision to pay relief amount upto Rs 2 lakh to the rape victims in the state.
Speaking at a press conference held at her office chamber at Lamphel DC Complex, Imphal, Dr Jamini also strongly criticized state police department of not co-operating the commission in dealing with the case related with rape incidents.
She informed the media persons that a seminar on "Relief and Rehabilitation of Rape Victims" was held in New Delhi under the aegis of the National Women Commission on July 25 last.
She herself attended the seminar which discussed on the difficulties facing by the rape victims and assistance that can be provided to them.
The seminar discussed prominently on the revised scheme for relief and rehabilitation of the rape victims in the country which the National Women Commission drafted as per directive of the Supreme Court of India.
The Supreme Court also directed the commission to constitute criminal injury compensation court for implementation of the scheme under the article 38 (1) of the Indian Constitution.
The court apart from dealing with the case related with provision of compensations to the rape victims but also deal with the imprisonment of the accused in the rape crimes, she said.
Talking about the cases taken up by the commission in the state, Dr Jamini said due to lack of co-operation and help in the works of the commission by the state police force many cases taken up by the commission remain incomplete and pending.
She further stated that out of many cases which came to the commission some cases were easily solved by them but in some other cases the accused did not show up even after summons.
In this matter, with the help of the police the defaulting persons can be caught after issuing warrants, she averred.
In such cases the police didn't help the commission and instead some police personnel asked whether the commission had the right to use police force, she said adding that in other states the commission had full support from the police force while it was not so for the Manipur State Commission for Women.
Even though alleged culprits in raping women were caught police released them on bail.
She alleged police taking bribe while security bail.
Due to this reason many complicated cases including four rape cases were pending.
She also alleged that government also failed to translate into action to the recommendations submitted to the government.
The commission had made 40 recommendations but not a single recommendation was taken up by the government.
